MISSION
According to the organization plans for the South Sudan crisis response and based on the assessment conducted between April and June the main objective is initiating the project in Bor county and establishing an operational set up for MdM in the country


GEOGRAPHICAL SCOPE OF INTERVENTION
Bor county (Jonglei South) in urban context


ORGANIZATIONAL CHART
The incumbent will report directly to the Humanitarian Coordinator assigned in the Headquarter.
Provide leadership and direction setting to the team (Logistician and Medical Coordinator)


FUNCTIONS
1. Organizational preparedness of pre-operations phase: office opening, setting up logistics needs and security of office/compound/facilities, organizational structure and internal communication flow, evaluate the internal capacity according to the available resources, define responsibilities, train and assign tasks to team members
2. Negotiation the agreement with MoH on relevant issues
3. Define MoU and other agreements with local partners and others INGOs.
4. Follow up the register process and look after legal and administrative organizational responsibilities according to the local environment
5. Develop a thorough, detailed and realistic project schedule and milestones for the first months identifying critical path
6. Perform a risk analysis of potential project risks
7. Define an internal protocol for security management and capacity development and all others relevant issues to consider. Identify support need from upper management
8. Planning an effective working system and define rigor and mechanism for project control
9. Jointly with Logistician and Medical coordinator establish travel safety protocol, hibernation, reallocation and protocol for medical support and evacuation
10. Prepare the overall project brief and standard operating procedures
11. Assure the liaison with relevant stakeholders and participate actively in the coordination mechanisms (cluster, meetings with donors and other national and international NGOs)

Requisitos

Experiencia Laboral Al menos 5 años
Estudios mínimos Diplomatura
Requisitos mínimos REQUIRED QUALIFICATIONS
Academic: University Degree. Valuable: Master in Humanitarian Aid
Desirable: Post-Graduate studies in Public Health, Humanitarian issues, Human rights.
Others qualifications: Projects Management and HR management. Good negotiation skills
Flexibility and ability to cope with stressful situations
Language requirements: Fluent English (written and spoken)


EXPERIENCE
Senior and experienced professional with minimum 5 years of increasingly responsible experience in humanitarian setting, preferably in Africa.
Valuable experience in remote management and/or remote partnership mechanisms and strong track records of project management leadership in complex environments
Experience in Security management
Excellent interpersonal and communication skills
Willing and able to work productively in a challenging environment
Adherence to the MdM values and familiarity with cross cutting issues



AVAILABILITY
Ready to be deployed at short notice. about 4 months contract with possible extension
